Chief Minister Pinarayi Vijayan has directed a comprehensive inquiry into the incident of Govindachamy, convicted of the rape and murder of a 23-year-old woman in 2011. Chief Minister Pinarayi Vijayan has directed a comprehensive inquiry into the incident of Govindachamy, convicted of the rape and murder of a 23-year-old woman in 2011, escaping from the high-security block of the Kannur Central Prison early on Friday (July 25, 2025). The police captured him a few hours later.

Currently, a police investigation and department-level inspections are underway. In addition to this, a comprehensive investigation will be conducted by a special team headed by former Kerala High Court Judge Justice Retd. C.N. Ramachandran Nair and former State police chief Jacob Punnoose.

The decision was taken at a high-level meeting called by the Chief Minister in the wake of the incident in Kannur. The Chief Minister said in the meeting that the incident in Kannur Central Jail is extremely serious and warrants a detailed investigation to take corrective action. It has been decided to make electric fencing fully operational in all four major jails in the State within the next three months. Intelligent CCTV that can capture detailed footage will be installed in the four major jails. Steps would be taken for installing this immediately, said the Chief Minister.

Considering the fact that the jail staff remain in the same place for long, those who have completed five years in each place will be transferred to other places to avoid issues arising due to this. Further, intelligence activities will be strengthened inside the jails. Many of the convicted criminals are currently lodged in high-security jails. Inter-State jail transfers will also be considered for such people, the Chief Minister said. Steps would be taken to strengthen the existing video conferencing system in the jails. He also emphasised that steps would be taken to increase the facilities available to the prisoners inside the jail.

A new central jail will be started given the fact that existing jails have more prisoners than their carrying capacity. The meeting also decided that efforts will be made to find land in Kottayam and Pathanamthitta for this purpose. The Chief Minister also directed that the ongoing investigations be completed expeditiously. State Chief Secretary Dr. A. Jayathilak, State Police Chief Ravada A. Chandrasekhar, Additional Chief Secretary (Home) Bishwanath Sinha, Public Works Department Secretary K. Biju, Prisons Chief Balram Kumar Upadhyay, and Intelligence Additional DGP P. Vijayan attended the meeting called by the Chief Minister.
