President Trump and two advisers spent Sunday trying to recast the lack of a cease-fire in the war in Ukraine as one step in a possibly slow march toward peace. It was a significant departure from the peace agreement that the president said he had wanted out of a meeting in Alaska with President Vladimir V. Putin of Russia just 48 hours earlier.

Steve Witkoff, an envoy for Mr. Trump who had attended the meeting in Anchorage, said in a CNN interview on Sunday that Mr. Putin had edged toward making some concessions in talks to end the war, including by agreeing to strong security protections, though not under NATO, that Mr. Trump had floated earlier.

Ukraine’s president, Volodymyr Zelensky, is scheduled to meet with Mr. Trump on Monday, and is expected to be flanked by at least half a dozen European leaders.

In a tandem appearance on ABC’s “This Week,” Secretary of State Marco Rubio, who was also at Mr. Trump’s side in Anchorage, took a more cautious approach. He warned that both Russia and Ukraine would need to make concessions to end the war and that a peace agreement might be elusive in the short term.

“We made progress in the sense that we identified potential areas of agreement, but there remain some big areas of disagreement,” Mr. Rubio said. “So we’re still a long ways off. We are not at the precipice of a peace agreement. We are not at the edge of one. But I do think progress was made.”

The television appearances by Mr. Witkoff and Mr. Rubio, who were the only people at Mr. Trump’s side as he met with Mr. Putin on Friday, illustrated just how hard the Trump administration has worked to reframe expectations on a compressed timeline. On Friday, the president said that he was “not going to be happy” and that there would be “severe consequences” if the Russians did not agree to stop the war. By Sunday, all three were hailing progress without offering many specifics.

Mr. Witkoff said that, before the meeting, the Ukrainians had stressed that no land trades could be agreed upon by Mr. Trump and Mr. Putin, and that Mr. Trump had abided by their request. But Mr. Witkoff bypassed a question by his host, Jake Tapper on CNN’s “State of the Union,” asking whether the Russians had demanded an entire eastern region of Ukraine, the Donbas, in exchange for peace.

Mr. Witkoff said that five regions of Ukraine were discussed in the meeting, and that the Russians had offered concessions. (Mr. Putin has expressed an interest in taking swaths of the country that are not currently under occupation, including parts of the eastern region of Donbas, a proposal that Kyiv has rejected.)

“I don’t know that we have the time now to go through all the different issues on these five regions,” Mr. Witkoff said. “The Russians made some concessions at the table with regard to all five of those regions. There is an important discussion to be had with regard to Donetsk and what would happen there, and that discussion is going to specifically be detailed on Monday.”

Russia now occupies almost 20 percent of Ukraine, including about three-quarters of Donetsk, almost all of the adjacent Luhansk region and the entire Crimean Peninsula.

As Mr. Zelensky prepares for his White House audience with Mr. Trump, he is no doubt intent on avoiding the sort of railroading that happened in the Oval Office in February, when Mr. Trump and Vice President JD Vance insulted the Ukrainian leader for demanding help. He will attend with Chancellor Friedrich Merz of Germany, President Emmanuel Macron of France and Prime Minister Keir Starmer of Britain.

Prime Minister Giorgia Meloni of Italy will also join, as will NATO’s secretary general, Mark Rutte, and the president of the European Union’s executive arm, Ursula von der Leyen.

In an appearance on CBS’s “Face the Nation,” Mr. Rubio said that the idea that Mr. Zelensky would need backup was “a stupid media narrative,” adding, “We’ve been working with these people for weeks, for weeks on this stuff.”

He said a goal of Monday’s discussions with Mr. Zelensky and the European leaders would be to make enough progress to get Mr. Putin and Mr. Zelensky to agree to sit down in the same place.

Mr. Trump has offered Mr. Zelensky vague security guarantees modeled on Article 5 of the NATO pact, which stipulates that an attack on one ally would be defended as an attack on all. Mr. Witkoff said on CNN that Mr. Putin had embraced this idea. Mr. Trump, mirroring Mr. Putin’s wishes, has said that Ukraine has no chance of joining NATO, a long-held goal of Mr. Zelensky’s as he seeks more security protection against Russian forces.

In his CNN interview, Mr. Witkoff said that no cease-fire deal had been reached, in part because Mr. Trump “pivoted” toward other areas of discussion.

Mr. Witkoff, a billionaire New York real estate developer with no formal background in international relations, has become Mr. Trump’s most relied-upon envoy when it comes to trying to solve the many conflicts around the world that Mr. Trump has tried to mediate. The president has envisioned himself as a peacemaker and is in pursuit of the Nobel Peace Prize. The two men golfed together on Saturday after returning from Alaska.

“We are intent on trying to hammer out a peace deal that ends the fighting permanently, very, very quickly, quicker than a cease-fire,” Mr. Witkoff said, without describing how ongoing negotiations were more effective than a cease-fire. Fighting between Russian and Ukrainian forces has continued through the weekend.

“We cut through all kinds of issues” that would need to be discussed, Mr. Witkoff said, brushing off questions about how Mr. Trump, who went to Alaska saying he would be unhappy if he left without a cease-fire agreement, had walked away from the meeting seemingly happy about how it went.

In an appearance on NBC’s “Meet the Press,” Mr. Rubio did not rule out the United States imposing more sanctions on Russia, but said that doing so would signal the failure of Mr. Trump’s efforts to reach a cease-fire deal or lasting peace in Ukraine.

“The minute he takes those steps, all talks stop,” Mr. Rubio said. “The minute we take those steps, there is no one left in the world to go talk to the Russians and try to get them to the table to reach a peace agreement,” he added.

As Mr. Witkoff and Mr. Rubio gave their interviews, Mr. Trump himself weighed in on social media, railing against the news media’s coverage of his meeting with Mr. Putin and likening Mr. Zelensky’s visit to another episode in a long-running television drama. “BIG PROGRESS ON RUSSIA,” he wrote. “STAY TUNED!”

“I’m in this to stop the killing,” President Trump had said on the way to Alaska. He left Anchorage with pictures of him and President Vladimir V. Putin joshing on a red carpet and in the presidential limousine known as the Beast.

On the flight to Alaska, President Trump declared that if he did not secure a cease-fire in Ukraine during talks with President Vladimir V. Putin of Russia, “I’m not going to be happy,” and there would be “severe consequences.”

Just hours later, he got back on Air Force One and departed Alaska without the cease-fire he deemed so critical. Yet he had imposed no consequences, and had pronounced himself so happy with how things went with Mr. Putin that he said “the meeting was a 10.”

Even in the annals of Mr. Trump’s erratic presidency, the Anchorage meeting with Mr. Putin now stands out as a reversal of historic proportions. Mr. Trump abandoned the main goal he brought to his subarctic summit and, as he revealed on Saturday, would no longer even pursue an immediate cease-fire. Instead, he bowed to Mr. Putin’s preferred approach of negotiating a broader peace agreement requiring Ukraine to give up territory.

The net effect was to give Mr. Putin a free pass to continue his war against his neighbor indefinitely without further penalty, pending time-consuming negotiations for a more sweeping deal that appears elusive at best. Instead of a halt to the slaughter — “I’m in this to stop the killing,” Mr. Trump had said on the way to Alaska — the president left Anchorage with pictures of him and Mr. Putin joshing on a red carpet and in the presidential limousine known as the Beast.

“He got played again,” said Ivo Daalder, who was ambassador to NATO under President Barack Obama. “For all the promises of a cease-fire, of severe economic consequences, of being disappointed, it took two minutes on the red carpet and 10 minutes in the Beast for Putin to play Trump again. What a sad spectacle.”

Mr. Trump’s allies focused on his plans to convene a three-way meeting with Mr. Putin and President Volodymyr Zelensky of Ukraine. “Let me tell you, I’ve never been more hopeful this war can end honorably and justly than I am right now,” Senator Lindsey Graham, Republican of South Carolina and a leading hawk on the Ukraine war, said on Fox News Friday night.

The cease-fire that Mr. Trump gave up in Alaska had been so important to him last month that he threatened tough new economic sanctions if Russia did not pause the war within 50 days. Then he moved the deadline up to last Friday. Now there is no cease-fire, no deadline and no sanctions plan.

Mr. Trump, characteristically, declared victory nonetheless, deeming the meeting “a great and very successful day in Alaska.” After calling Mr. Zelensky and European leaders from Air Force One on the way back to Washington, Mr. Trump said he would now try to broker the more comprehensive peace agreement Mr. Putin has sought.

“It was determined by all that the best way to end the horrific war between Russia and Ukraine is to go directly to a Peace Agreement, which would end the war, and not a mere Ceasefire Agreement, which often times do not hold up,” he wrote on social media on Saturday.

He said that Mr. Zelensky would come to Washington for meetings on Monday to pave the way for a joint meeting with Mr. Putin. “If all works out, we will then schedule a meeting with President Putin,” Mr. Trump said. “Potentially, millions of people’s lives will be saved.”

Mr. Putin’s conditions for such a long-term peace agreement, however, are so expansive that Ukrainian and European leaders are unlikely to go along. Mr. Putin referred to this during his joint appearance with Mr. Trump in Anchorage after their talks, when he spoke about addressing the “root causes” of the war — his term for years of Russian grievances not just about Ukraine but about the United States, NATO and Europe’s security architecture.

“We are convinced that in order for the Ukrainian settlement to be sustainable and long-term, all the root causes of the crisis, which have been discussed repeatedly, must be eliminated; all of Russia’s legitimate concerns must be taken into account; and a fair balance in the security sphere in Europe and the world as a whole must be restored,” Mr. Putin said in Alaska.

In the past, Mr. Putin has insisted that a comprehensive peace agreement require NATO to pull forces back to its pre-expansion 1997 borders, bar Ukraine from joining the alliance and require Kyiv to not only give up territory in the east but shrink its military. In effect, Mr. Putin aims to reestablish Moscow’s sphere of influence not only in former Soviet territory but to some extent further in Eastern Europe.

President Joseph R. Biden Jr., Mr. Zelensky and European leaders rejected similar demands on the eve of the full-scale Russian invasion in 2022. But Mr. Trump appears willing to engage in such a discussion, and since his Friday meeting with Mr. Putin, he has sought to shift the burden for reaching an agreement to Ukraine and Europe.

Mr. Trump has long expressed admiration for Mr. Putin and sympathy for his positions. At their most memorable meeting, held in Helsinki in 2018, Mr. Trump famously accepted Mr. Putin’s denial that Russia had intervened in the 2016 election, taking the former K.G.B. officer’s word over the conclusions of American intelligence agencies.

Much like then, the president’s chummy gathering in Alaska on Friday with Mr. Putin, who is now under U.S. sanctions and faces an international arrest warrant for war crimes, has generated ferocious blowback. Some critics compared it to the 1938 conference in Munich, when Prime Minister Neville Chamberlain of Britain surrendered part of Czechoslovakia to Germany’s Adolf Hitler as part of a policy of appeasement.

Former Prime Minister Boris Johnson of Britain, once considered the Trump of London, called the Alaska summit meeting “just about the most vomit-inducing episode in all the tawdry history of international diplomacy.”

But Mr. Zelensky and European leaders sought to make the best of the situation. Some were heartened by Mr. Trump’s comments on the way to Alaska suggesting a willingness to have the United States join Europe in offering some sort of security assurance to Ukraine short of NATO membership. He broached that again in his call with them following the meeting.

“We support President Trump’s proposal for a trilateral meeting between Ukraine, the U.S.A. and Russia,” Mr. Zelensky said on Saturday. “Ukraine emphasizes that key issues can be discussed at the level of leaders, and a trilateral format is suitable for this.”

Prime Minister Keir Starmer of Britain praised the American president. “President Trump’s efforts have brought us closer than ever before to ending Russia’s illegal war in Ukraine,” he said in a statement. “His leadership in pursuit of an end to the killing should be commended.”

What remains unknown is whether Mr. Trump secured any unannounced concessions from Mr. Putin behind the scenes that would ease the way to a peace agreement in the days to come. Mr. Trump talked about “agreement” on a number of unspecified points, and Mr. Putin referred cryptically to an “understanding” between the two of them.

At the moment, however, it does not look like Mr. Putin has made any move toward compromise, even as Mr. Trump has now given up on his bid for an immediate cease-fire. Before the Alaska summit, Russian forces were pounding Ukraine as part of their relentless yearslong assault. And for now, at least, they will continue.

President Trump returned to Washington early Saturday after his summit with President Vladimir V. Putin of Russia ended without a stated agreement on any issue, much less on ending the war in Ukraine. Mr. Trump spoke after the summit with President Volodymyr Zelensky of Ukraine, who said he would travel to Washington on Monday.

Mr. Zelensky, who was not invited to the summit with Mr. Putin in Alaska, said he would meet with President Trump and “discuss all of the details regarding ending the killing and the war.” Mr. Zelensky said that he “had a long and substantive conversation” with Mr. Trump, who discussed his meeting Mr. Putin.

At a joint appearance after their nearly three-hour meeting at Joint Base Elmendorf-Richardson in Anchorage, Mr. Trump gave vague but positive assessment that progress had been made with Mr. Putin, saying, “Many points were agreed to, and there are just a very few that are left.” But he did not describe those points, or even specify that they had to do with Ukraine. “We’ve made some headway,” he added. “So there’s no deal until there’s a deal.”

Moments earlier, Mr. Putin had signaled no change in his hard-line position on Ukraine, claiming that it “has to do with fundamental threats to our security.”

“We’re convinced that in order to make the settlement lasting and long-term, we need to eliminate all of the primary causes of the conflict,” he said, repeating the phrasing he and other Russian officials have used to refer to a list of Kremlin positions that Ukraine — and, for the most part, the West — have called unacceptable.

Moscow has demanded that Ukraine cede a large part of its land to Russia, disarm, swear off joining NATO and change governments.

Mr. Putin referred obliquely to agreements between him and Mr. Trump, without elaborating, and added, “We expect that Kyiv and European capitals will perceive that constructively and will not throw a wrench in the works.”

The Russian leader also gave the U.S. president a major public relations boost, endorsing Mr. Trump’s oft-stated claim that if he had been in the White House, Russia would not have invaded Ukraine in 2022.

Before they left without taking questions from the hundreds of journalists assembled, Mr. Trump said, “Probably see you again very soon.”

“Next time in Moscow,” Mr. Putin replied in English.

“Ooh, that’s an interesting one,” Mr. Trump said. “I don’t know, I’ll get a little heat on that one, but I could see it possibly happening.”

Mr. Trump then flew back on Air Force One, touching down at Joint Base Andrews in Maryland in the early hours of Saturday.

The US President has deviated sharply from his original calls for an immediate ceasefire — echoing the Kremlin position favouring direct peace negotiations without implementing a ceasefire by Saturday evening. Trump spoke to Zelensky as well as European leaders after the Summit — claiming that “it was determined by all” that the best way to end the horrific war between Russia and Ukraine is to go directly to a Peace Agreement. He explained via Truth Social that this would end the war rather than a ceasefire agreement that often did not hold up.

According to later reports, European leaders have now made it clear (publicly and privately) that they are not in agreement with Trump. A statement issued later on Saturday did not echo his support for a direct peace agreement. Britain, France, Germany and others also threatened to increase economic penalties against Russia on Saturday — “as long as the killing in Ukraine continues.”

What was discussed at the Trump-Putin Meeting?

The nearly three-hour-long meeting between the two heads ended without any major agreement. At the press conference after the summit Trump offered a vague assessment, saying “many points were agreed to” while refusing to specify if Ukraine was among them.

“So there’s no deal until there’s a deal,” he told reporters.

Putin, meanwhile, repeated his hard-line demands: Ukraine must cede territory, disarm, stay out of NATO, and even change its government — conditions Kyiv and the West have long dismissed.

Why was this meeting important? The meeting was significant as this was one of the biggest step by Donald Trump to convince Putin to cease the war he had unleashed against Ukarine. After previously claiming during Ukraine “in 24 hours,” Trump’s approach has evolved into a more cautious, diplomatic play. He has made several overtures to Putin to end the war, but has been left red-faced. The last time a sitting president met Putin was in 2021, when Biden flew to Geneva for his only face-to-face meeting with Putin.
