The Pflugerville City Council on Tuesday voted to establish a budget and finance council subcommittee to ensure future budgets receive proper oversight before the entire council’s approval.

The subcommittee will review budgets in detail and give feedback to the council. It will also review other interim reports, like bond reports and capital improvement program updates, said Council Member Melody Ryan, who introduced the item. The subcommittee is meant to fill a gap in financial oversight created by a vacant citizen finance and budget committee.

Ryan said despite her efforts to recruit citizens to the finance and budget committee, she wasn’t able to find enough to fill all seven seats.

“In the meantime, there’s a vacuum,” Ryan said. “This could continue in perpetuity (or until) there’s a citizen committee.”

The council did not officially form the subcommittee with its vote, but established an outline for a resolution that will be presented at the Sept. 9 meeting for approval. The parameters require the subcommittee to include two members who meet quarterly, and monthly from May to August, when the budget is being drafted.

The subcommittee also cannot block any item related to the budget from going before the council. Several council members said the only purpose of the subcommittee should be financial transparency, not substantial changes to the budget.

“Providing feedback on reports doesn’t mean ‘Hey, go change your numbers,’” Council Member Doug Weiss said. “It means how do we make this more clear and transparent?”

The council passed the resolution parameters ina 4-3 vote, with Mayor Victor Gonzales, Mayor Pro Tem Kimberly Holiday and Council Member Ceasar Ruiz voting against.

Council agendas to be posted earlier

The council also voted to update its rules and procedures to be in accordance with new provisions to the Texas Open Meetings Act passed in the 89th legislative session.
