STONY POINT, Rockland County (WABC) — Some business owners in Rockland County are pushing back on a construction project they say is costing them millions of dollars.
They called on Governor Kathy Hochul to take responsibility for its impacts on small businesses, traffic safety and emergency response times.
Stony Point Diner owner Archie Kyriacou said it’s not about the money, it’s about the safety.
“They put up things overnight, one-way signs. It’s a safety disaster here. Someone is gonna die,” Kyriacou said.
Many other business owners in the Rockland County town say the ongoing construction of a multi-billion-dollar energy project for New York City has morphed into an economic crisis that threatens their livelihood.
They say it’s because of the numerous detours, road closures and traffic backups along the normally busy 9W corridor.
“This project has been nothing but a nightmare. This bridge behind us was supposed to be opened two months ago. It still has not reopened,” Jim Monaghan, Stony Point Town Supervisor, said.

In a statement, a spokesperson for CHPE, the Champlain Hudson Power Express pipeline, highlighted a negotiated ‘$31 million community benefit plan that includes $9 million in streetscape improvements for Stony Point, $500,000 in funding to not-for-profits and $150,000 for a North Rockland Chamber of Commerce small business fund,’ which Congressman Mike Lawler called a joke.
“We need a robust CHPE and state-backed emergency grant program for directly affected businesses,” Lawler said.
As for those who live in Stony Point, they say the incessant construction racket begins in the morning, lingers into the night and happens six days a week.
“It’s just pounding, jack-hammering. The vehicles are screeching at all times at night and the morning,” Chrissy Mann, Stony Point Resident said.
Eddie Kyriacou believes it’s only a matter of time before one of his loyal customers has an accident.
“Which way do you want them to go? Out onto a 9W? A death trap. Or, they can’t come here no more because of look at all the traffic. This is the epicenter. It’s disgusting,” Kyriacou said.
