Brazil’s lawmakers approved a measure to repair the country’s bureaucratic permitting process, drawing the ire of environmentalists who said the action dismantles key protections.

The measure, approved Wednesday by the senate, introduces new categories that would exempt or make it easier for some projects to get licenses, and for others considered low risk to self-regulate. Opponents argue the changes pose enormous threats not only to the climate, but to people.
