Deltona leaders propose travel policy changes during workshop

The City Commission held a workshop Monday to discuss possible updates and changes to the policy. The city’s current travel policy was last updated in 2013 and calls for commissioners to only go to three conferences, gives them a $36 daily food stipend and requests that they ask the board for permission before attending an out-of-state conference. A major proposed change would be to give each commissioner a $4,000 spending cap to attend confenrences as opposed to limiting the number of conferences. Because this was a workshop, none of the proposed changes are finalized and won’t be until the commission votes to approve these amendments.

DELTONA, Fla. — The Deltona City Commission held a workshop Monday evening where commissioners discussed their current travel policy and proposed changes to it.

This discussion comes after the commission challenged the mayor’s knowledge of the policy after he took an out-of-state trip in January.

The city’s current travel policy was last updated in 2013 and calls for commissioners to only go to three conferences, gives them a $36 daily food stipend and requests that they ask the board for permission before attending an out-of-state conference.

But ideas proposed during this workshop called for several changes, including using a spending cap of $4,000 per commissioner as opposed to a capped number of conferences. They also agreed to increase the daily food stipend and would remove items that are outdated like the use of fax machines and postage.

Commissioners and the mayor would only have to seek permission from the commission about attending a conference if the conference puts them over the proposed spending cap.

These are all items that the commission was able to mostly agree upon.

“I think often times Deltona gets a bad rap and perhaps we’re looked at a little bit negatively and looks like we have a lot of in-fighting,” said Deltona District 6 Commissioner Nicky Lulli. “But I think tonight showed that we are able to have productive dialogue and I look forward to having more of that in the future. It’s definitely better when we get along to move our city forward as opposed to fighting.”

Another proposed idea was for the city to keep the policy that called for anyone attending a conference or meeting to come back to the next commission meeting with a report if what they learned or how the trip was beneficial to the city.

Because this was a workshop, none of the proposed changes are finalized and won’t be until the commission votes to approve these amendments to the policy.
