As The Seattle Times reports, “millions of dollars and decades of work have been invested in the Elwha watershed to recover fish habitat …” The state should require the involved oil companies to pay the full costs necessary to return those waterways to the condition before tanker spills and enforce that drivers take instruction on avoiding spills.

It’s not that hard. My father drove large trucks for his whole life in rural Montana and never once had a spill.
