Last week, the Lower House approved the core text of the new legal framework for environmental licensing by a vote of 267 to 116. The bill introduces a list of activities that would no longer require environmental licenses or would be subject to faster, simplified review processes, including mining and certain agricultural operations. One controversial amendment could also accelerate oil exploration along Brazil’s equatorial margin.
