Lok Sabha witnessed noisy protests from the Opposition over various issues and a demand for discussion on Operation Sindoor, leading to at least two adjournments of the House Monday, the first day of the Monsoon Session.

This came despite an appeal from Speaker Om Birla to bust the perception that disruptions happen in the House on the first day of any Parliament session, and assurances from the government that it was ready to discuss and reply to all issues.

As the House met on the first day of the Monsoon session, members paid tribute to eight former MPs who passed away recently. The House also paid tributes to those who were killed in the terror attack at Pahalgam on April 22, and those killed in a plane crash in Ahmedabad on June 12.

Speaker Om Birla also congratulated Indian Space Research Organisation (Isro) and Group Captain Shubhanshu Shukla on his successful space mission, and said the House would also have a detailed discussion on the space mission during the session.

‘Try to maintain high parliamentary standards’

When Birla called for the Question Hour, Opposition members stood up, and shouted slogans demanding discussion on various issues. “This is Question Hour, and it’s my request that we should try to maintain high parliamentary standards, and we should bust this myth that disruptions happen in the House on the first day of the House. Our efforts should be to express the hopes and expectations of the people of the country,” the Speaker said.

The Speaker assured the Opposition that sufficient time would be allocated to all members for discussion.

As the Opposition members continued sloganeering, the Speaker said, “You want discussion on Operation Sindoor… Discussion will happen after Question Hour.”

Birla said that the government would address every issue, and that sloganeering inside the House was inappropriate. “Go outside the House for sloganeering,” he said.

The Lok Sabha Speaker also said the government is ready to reply to all issues. But when the Opposition members continued to shout slogans despite assurances, the Speaker adjourned the House till noon.

Not appropriate

The Opposition members continued their protest when House proceedings resumed.

Amidst the sloganeering, BJP leader Baijayant Panda presented the report (in both Hindi and English) of the Select Committee on the Income Tax Bill, 2025. Panda also tabled a copy of the record of evidence given before the Select Committee on the Income-Tax Bill, 2025.

Amid the disruptions, Parliamentary Affairs Minister Kiren Rijiju intervened and asked if there would be a ruckus in the House, then how the discussion would happen. Rijiju said the ruckus, and sloganeering were not appropriate. “The government is ready for discussion,” Rijiju said.

Defence Minister Rajnath Singh, too, assured members that the government was ready for discussion on every matter.

While addressing the Lok Sabha as the Chair, Jagdambika Pal adjourned the House till 2 pm.
