Rep. Andrew Garbarino (R-N.Y.) is slated to be the next chair of the House Homeland Security Committee. He won the nod from a panel of leaders in the House GOP on Monday night. His nomination is set to be referred to the full House GOP Conference, which typically green-lights the Steering Committee’s picks without issue. The position was opened up due to the departure of former Rep. Mark Green ( R-Tenn.), who had led the panel since 2023.
Garbarino beat out four other contenders for the chairmanship in a vote by the House Steering Committee — a panel that includes members of Republican leadership and other elected regional representatives from across the conference. His nomination is set to be referred to the full House GOP Conference, which typically green-lights the Steering Committee’s picks without issue.
The position was opened up due to the departure of former Rep. Mark Green (R-Tenn.), who had led the panel since 2023. Green’s resignation for an “opportunity in the private sector” — which he explicitly delayed until after passage of President Trump’s “One Big Beautiful Bill” of tax cut and spending priorities — became official on Monday.
Rep. Michael Guest (R-Miss.), Rep. Carlos Gimenez (R-Fla.), and Rep. Clay Higgins (R-La.) had also sought the position. Speaker Mike Johnson (R-La.) had said the group had created “quite a horse race,” and later said every candidate was “highly qualified.”
Garbarino, who is well-liked among members of the Steering Committee, won the nod on the second ballot after Guest had fallen off the first ballot, according to a source.
The panel is tasked with oversight of the Department of Homeland Security — a major department that is not only carrying out Trump’s aggressive immigration agenda, but combating terrorism and ensuring cybersecurity.
Speaking to The Hill last week, Garbarino talked about the committee’s role in addressing terrorism as well as many other nonimmigration policy issues like disaster response.
“The committee has a lot of different jurisdictions. Border has been something we’ve been focusing on for the last two and a half years. It’s important, and that’s something we had to focus on, and we still have to focus on it, especially with oversight of the money and the authorizations” included in the “big, beautiful bill,” Garbarino said.

Garbarino beat out Reps. Michael Guest of Mississippi, Carlos Giménez of Florida and Clay Higgins of Louisiana for the post after two rounds of voting, per Politico.

The move comes after Green resigned his post earlier this year for a job in the private sector. The resignation came after he helped pass President Donald Trump’s “One Big Beautiful Bill” last month. He had served in the post since 2023, and was first elected to Congress in 2018.

In the weeks leading up to the Homeland Security vote, Garbarino has showed public support for U.S. Immigration and Customs Enforcement (ICE), taking to the House floor to blast attempts by Democrats to ban immigration enforcement agents from wearing face masks.
“It’s amazing listening to the other side complain about … ICE and saying thst they should not be wearing masks even though they’re rounding up MS-13 criminals who in my district would chop up children with machetes,” Garbarino said in a video clip he posted to X on July 16. “Antifa they could wear their masks, the violent protestors that burn down cities, burn down cars, loot, they can keep their masks on. God forbid we hold criminals accountable and ask them to be demasked. But our law enforcement officers, let’s put them in danger.”
The blue state congressman is also well known a a supporter of high state and local tax (SALT) caps. He also made headlines when he fell asleep on the House Floor on May 22, causing him to miss the chamber’s vote on the “big, beautiful” bill’s passage.
Notably, Garbarino’s direct predecessor in Congress, retired Republican New York Rep. Pete King, chaired the House Homeland Security Committee from 2005 to 2007, and again from 2011 to 2013.
The Steering Committee gave House Speaker Mike Johnson, four votes out of the committee’s total 38, and Majority Leader Steve Scalise, also of Louisiana, two of his own. Rep. Julia Letlow of Louisiana is also on the committee, which gave the state’s lawmakers seven votes in total.
The Homeland Security committee chair selection comes as Republicans consider drafting a new version of H. R. 2, also known as the Secure the Border Act, sometime after August recess. Guest said he believes lawmakers will attempt to move forward with H. R. 2 “between now and the end of the year,” Punchbowl News reported.
Republicans are currently seeking to codify President Donald Trump’s immigration policies, which have led to the lowest number of illegal border crossings ever recorded.
