The update, issued by the U.S. Department of State places Rwanda under a Level 2 warning due to tensions along its western border with the Democratic Republic of Congo (DRC) The development marks a shift in how international agencies assess safety in the region. The U.S. Department of State — Bureau of Consular Affairs further noted that “armed groups, individuals, and military forces routinely clash in nearby countries, and the ongoing violence in these areas raises the risk of spillover into Rwanda.”

While the country’s major urban centers and renowned natural reserves remain largely peaceful, the advisory cites security risks in border districts such as Rusizi and Rubavu, where armed instability has spilled over from the DRC.
These districts have been placed under a Level 4 – Do Not Travel advisory.
