AI offers chance to improve quality of life, says UAE minister
Artificial intelligence has become a pillar of the UAE’s global positioning as a destination of choice for work. The UAE has developed a strategy to increase AI’s contribution to its GDP. The country is committed to building a strong base of national talent, and developing a sustainable and prosperous future. The goal is to be at the forefront of AI-powered innovation by 2031.
Dr Al Awar made his comments as the UAE chaired a meeting of the Employment Working Group (EWG) of the Brics countries in Brazil, state news agency Wam reported on Sunday.
“Artificial intelligence has become a pillar of the UAE’s global positioning as a destination of choice for living, working, and investment,” he said, during his address.
“AI provides a real opportunity to improve quality of life, increase productivity, and elevate societal well-being. The UAE is committed to deploying AI across all sectors, building a strong base of national talent, and developing a sustainable and prosperous economic ecosystem.”
He explained how the UAE launched a number of strategies and programmes to ensure the Emirates would be at the forefront of the change AI would bring about.
“The UAE has developed a strategy to increase AI’s contribution to its economy, where estimates predict that artificial intelligence is set to account for around 13.6 per cent of the country’s GDP and enhance operational efficiency by up to 50 per cent,” Al Awar added.
“The UAE embarked on its journey with artificial intelligence early on, in line with its wise leadership’s forward-thinking vision, which strives to position the UAE at the forefront of nations in terms of AI-powered innovation by 2031.”

MCIT outlines efforts to establish regulatory, ethical frameworks for AI use at Doha conference
The International Conference on Artificial Intelligence and Human Rights will be held in Doha, Qatar, on May 27-28. The conference aims to explore the growing impact of AI technologies on human rights. The Ministry of Communications and Information Technology (MCIT) will highlight national efforts to establish regulatory and ethical frameworks for the use of AI. MCIT’s participation is part of a broader national strategy aimed at ensuring a meaningful balance between digital advancement and the protection of human rights, according to the Ministry of Communication and information technology. The National Human Rights Committee will host the conference.
Doha: As part of its ongoing commitment to employing technology in service of humanity and supporting the ethical use of emerging technologies, the Ministry of Communications and Information Technology (MCIT) is partnering in organizing the International Conference on Artificial Intelligence and Human Rights, hosted by the National Human Rights Committee on May 27-28 under the theme ‘Artificial Intelligence and Human Rights: Opportunities, Risks, and Visions for a Better Future’.
The conference aims to explore the growing impact of AI technologies on human rights, bringing together policymakers, international experts, representatives from global organizations, public and private sector leaders, and academia.
During the conference, the Ministry will highlight national efforts to establish regulatory and ethical frameworks for the use of AI, ensuring optimal benefits while mitigating potential risks to human rights.
These efforts include a set of policies and legislation introduced by the Ministry to enhance transparency and accountability in the development and deployment of AI systems, particularly with regard to safeguarding individual privacy, ensuring fairness, and promoting inclusivity in the digital space.
The Ministry’s participation will also feature key activities that highlight leading national initiatives to strengthen digital governance. At the forefront is the set of ethical principles and guidelines for the development and use of AI, recently issued by the Ministry as part of its commitment to fostering a safe digital environment that respects the cultural and human values of Qatari society.
Advisor to the Minister of Communications and Information Technology and Artificial Intelligence Committee Chairman, Hassan Jassim Al Sayed, will take part in a panel discussion titled ‘Best Practices for Using Artificial Intelligence in Accordance with Ethical Standards’, as part of the conference sessions scheduled for May 27, 2025.
The panel will explore key elements of AI governance, best practices informed by international conventions and ethical principles, and reviews of advanced regulatory frameworks, contributing to the development of comprehensive governance systems that ensure fairness and equal access in the age of AI.
MCIT has recently published two guiding documents on the ethical principles for the use and development of AI technologies, titled ‘Principles and Guidelines for Ethical Development and Deployment of Artificial Intelligence’ and ‘Principles and Guidelines for Ethical Use of Artificial Intelligence’.
These documents aim to provide a comprehensive framework to assist both users and developers in engaging with AI responsibly, emphasizing transparency, privacy, data protection, minimization of technical and environmental risks, and respect for individual rights at all stages of intelligent system development.
MCIT’s participation is part of a broader national strategy aimed at ensuring a meaningful balance between digital advancement and the protection of human rights.
Through this involvement, the Ministry aims to advance global dialogue on aligning innovation with core human values, particularly privacy, fairness, and transparency, ensuring that AI serves as a driver for improved quality of life and sustainable development.
Dubai wants every future digital company to be AI-first: UAE minister
Dubai aims to be a business-friendly artificial intelligence hub with every future digital company being AI-driven. Omar Sultan AlOlama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications, said that the emirate has set several targets to improve its use of AI. Over 10,000 students benefitted from launching AI week in educational institutes last year. Over Dh20.6 billion was invested in Dubai last year to boost AI capabilities. More than 26 initiatives were launched across theEmirate to achieve the Dubai Universal Blueprint for Artificial intelligence which was announced in April 2024. Over 325 companies had applied to be issued the AI seal since the campaign was launched in January this year and over 230 people have been appointed as chief AI officers for every government department.
Speaking at the opening of Dubai AI week, Omar Sultan AlOlama Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications, said that the emirate has set several targets to improve its use of AI over the next year, one of which will be an integration of government and private sector.
“Dubai understands business and artificial intelligence,” he said. “We know that we can work with the best of the brightest to be able to ensure that Dubai is the place where artificial intelligence is deployed and where the benefits are reaped.”

He added that there is going to be “a shift” when it comes to startups, success, and artificial intelligence. “Every single unicorn that has come out of the UAE was an AI company,” he explained. “Whether it’s Careem or Souq.com, they are all companies that were AI first. Every single company that’s going to be in our digital economy moving forward needs to be an AI first company. And that’s going to be a key focus for the next phase.”
Creating a talent pool
AlOlama said that Dubai was committed to creating a talent pool. “We want to be a hub that grows the best talent, nurtures them, and hopefully exports their ingenuity to the rest of the world,” he said. To do this, Dubai will invest in education and equipping educators with the “right tools” to help students. Over 10,000 students benefitted from launching AI week in educational institutes last year.
He also revealed that over the next year, every government entity will be assessed and ranked based on the extent to which Al is integrated into its business and the capabilities of its teams.
“It doesn’t mean that we’re going to leverage artificial intelligence just for the sake of it,” he clarified. “We want to ensure that the application and use of AI actually improves the quality of life of citizens in the UAE and in Dubai specifically.”
The AI week, which began on Monday at the Museum of the Future and Emirates Towers, will see several activities including the AI Retreat, Global Prompt Engineering Championship, the Dubai AI Festival, and Machines Can See conference. It aims to bring together global experts, decision-makers and innovators from the world’s most prominent AI-focused institutions and companies to the emirate.
Achievements
Over the last year, over Dh20.6 billion was invested in Dubai to boost AI capabilities. More than 26 initiatives were launched across the emirate to achieve the Dubai Universal Blueprint for Artificial Intelligence which was announced in April 2024.
The emirate is well on track to achieve the target of appointing a chief AI officer for every government department by May this year, with over 230 people appointed. Last year, Dubai Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum also launched the world’s first and largest AI prompt engineering training initiative which aims to upskill one million people in prompt engineering over the next three years.
AlOlama revealed that over 325 companies had applied to be issued the AI seal since the campaign was launched in January this year. He said that the seal “helped classify exactly how many companies are doing the best-in-class artificial intelligence and how many companies are repurposing certain models that are open source and that are out there.”

AI will be taught from reception to grade 12 in the hope that future generations can develop a “deep understanding of AI from a technical perspective” There has been no announcement yet on whether private schools, which are regulated separately, will be instructed to roll out AI classes. The AI curriculum spans seven areas: foundational concepts, data and algorithms, software use, ethical awareness, real-world applications, innovation and project design, and community engagement. The curriculum is broken up into three cycles, to break up the specific areas of focus. There will be tailored units for each age group, with four-year-olds engaging in visual and interactive activities to discover AI through play. The Cabinet also approved the launch of the first integrated regulatory intelligence system within the UAE government. It is hoped the system will accelerate the legislative process by up to 70 per cent, using AI tools to reduce the time and effort required for research, drafting, evaluation, and enactment.

Sheikh Mohammed added that an awareness of the ethics of its use and an understanding of its data, algorithms, applications and risks are also leading facets of the education policy.
“As part of the UAE’s long-term plans to prepare future generations for a different future, a new world, and advanced skills, the UAE government today approved the final curriculum to introduce Artificial Intelligence’ as a subject across all stages of government education in the UAE, from kindergarten to grade 12, starting from the next academic year,” he wrote on X.
“We appreciate the efforts of the Ministry of Education in developing a comprehensive curriculum, affirming that artificial intelligence will transform the way the world lives. Our goal is to teach our children a deep understanding of AI from a technical perspective, while also fostering their awareness of the ethics of this new technology, enhancing their understanding of its data, algorithms, applications, risks, and its connection to society and life.
“Our responsibility is to equip our children for a time unlike ours, with conditions different from ours, and with new skills and capabilities that ensure the continued momentum of development and progress in our nation for decades to come.”
What will be taught?
The AI curriculum spans seven areas: foundational concepts, data and algorithms, software use, ethical awareness, real-world applications, innovation and project design, and policies and community engagement.
There will be tailored units for each age group, with four-year-olds engaging in visual and interactive activities to discover AI through play. The curriculum is broken up into three cycles, to break up the specific areas of focus.
In cycle one, pupils will compare machines to humans while developing digital thinking skills and exploring AI applications.
In cycle two, pupils will design their own AI systems while learning about bias and algorithms. There will also be a focus on the ethical use of technology.
In cycle three, pupils will be taught command engineering with real-world scenarios simulated to prepare them for higher education and the world of work.
AI classes will be taught by designated teachers as part of the Computing, Creative Design and Innovation subject. The Ministry of Education will also provide comprehensive guides, including activities, models and lesson plans adaptable to various classroom settings.
A broad strategy
AI is increasingly becoming a cornerstone of the UAE’s growth strategy.
Last month, Sheikh Hamdan bin Mohammed, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, said there needs to be more global collaboration.
“This is the age of artificial intelligence,” said Sheikh Hamdan. “Global collaboration is the most effective way to maximise its benefits and expand its positive impact on societies.
“Dubai is proud to welcome AI experts from around the world to explore new frontiers for this technology, drive growth and enhance quality of life.”
The Cabinet also approved the launch of the first integrated regulatory intelligence system within the UAE government. This new legislation and laws development system was based on advanced AI.

‘A national imperative’
Sarah Al Amiri, Minister of Education, writing for The National, described the integration of AI in education as a “national imperative”.
She said AI “supports economic growth, fosters sustainable development and significantly enhances individual capabilities”.
However, this came with a warning as she said the urgency to adopt AI can precede the question of how humanity can develop the “capacity required to use AI wisely, effectively and ethically”.
AI is “fundamentally different from previous technological shifts, demanding a unique response”, she added.
