Live updates: Zelensky to send Ukrainian team to Istanbul for Russia talks
Talks between Russia and Ukraine could still take place in Turkey on Thursday. Russian President Vladimir Putin chose to skip the summit. Putin called for direct talks at the weekend, having rejected a call from Kyiv its allies for a 30-day truce. Ukrainian President Volodymyr Zelensky said he would send a high-ranking team to Turkey. US Secretary of State Marco Rubio arrived to the coastal city of Antalya on Wednesday, attending an informal meeting of the NATO foreign ministers there. The Russian delegation is headed by Vladimir Medinsky, Putin’s senior aide and a hardliner who led the Russian side during the last known direct talks between the two countries in the spring of 2022. US President Donald Trump and Turkish leader Recep Tayyip Erdogan are also in Turkey for the talks, a senior Trump administration official said on Tuesday, a statement confirmed by another source familiar with the plans later that day. The talks are expected to take place at the Dolmabahce Palace in Istanbul, but no official confirmation has been made yet on when or whether they will take place, or even if they will meet. The Kremlin announced on Thursday that Putin would not travel to Turkey after days of speculation that he could show up for a meeting with Ukrainian counterpart Volody myr Zelenky. The make-up of that Russian team was derided by Zelenki, who said “We do not see any real decision-makers among those who arrived” Read full article
Trump’s Qatari 747 may need fighter escorts to serve as Air Force One
Boeing 747 jet offered to US president Donald Trump by Qatar as a temporary flying White House might need fighter jet escorts and could be restricted to flying inside the US. Retrofitting the luxury plane offered by Qatar’s royal family would require security upgrades, communications improvements to prevent spies from listening in and the ability to fend off incoming missiles. The costs were not known, but could be significant given Boeing’s current effort to build two new Air Force One planes exceeds $5bn. Trump has dismissed criticism of his widely-reported plan to accept the 13-year-old airplane with a $400 million list price, saying it would be “stupid” to turn down the offer.Trump also called it a practical decision, and that he was disappointed Boeing had taken so long to deliver on already delayed contracts for the two new planes that he renegotiated during his first term. The government has tapped L3Harris Technologies (LHX.N), opens new tab to overhaul the 747 as it waits for delivery of the two delayed new planes from Boeing (BA.N) The Air Force program has faced chronic delays, with the delivery of two new 747-8s slated for 2027, three years behind the previous schedule, and three years ahead of schedule for the new 747s to be delivered in 2028, experts say. The White House referred a request for comment to the White House, which did not have an immediate comment. The Pentagon’s Defense and Security Department said it has no immediate comment on the matter, but that it is looking into the matter and will make a decision in the coming months. The U.S. military would need to install potentially new security features and potentially new wiring before the plane was used to transport Trump, experts and sources say. As the commander-in-chief, however, Trump could waive any and all requirements like these, a former Air Force official noted. The new plane does not normally fly with fighter escorts, but may need them to defend against missile threats. Read full article
Ukraine’s Zelenskyy arrives for peace talks but Russia’s Putin stays away
Vladimir Putin did not show up in Turkey for proposed peace talks. Ukrainian leader Volodymyr Zelenskyy was waiting for him in the capital of Ankara. He challenged the Kremlin leader to face-to-face discussions on ending their three-year-old war. The Russian delegation was in Istanbul and it was not clear whether the sides would meet for their first such talks since March 2022. US president Donald Trump said he was not surprised that Mr Putin was a no-show. The war has killed tens of thousands of soldiers on both sides and more than 12,000 Ukrainian civilians, according to the UN, and continues along the roughly 620-mile (1,000km) front line. At least five civilians were killed and 29 injured in the past day, authorities in five eastern regions of Ukraine where Russia’s army is trying to advance. The Kremlin said Mr Putin had no plans to travel to Istanbul in the next few days. Mr Putin also appointed four lower-level Kremlin officials as “ts’ for the talks in Istanbul. Also absent from the talks were Russian foreign minister Sergei Lavrov and foreign policy advisor Yurishkoye Mykhailo. Mr Mykailo will only sit at the negotiating table with Mr Putin, presidential adviser Mykola Podolskiy said. The top-level Ukrainian delegation included defence minister Andrii Symerov, foreign minister and the head of the Ukrainian presidential office Yermak Andriyermak. The talks are expected to take place in the Turkish capital of Istanbul on Thursday and Friday, with the Russian president expected to be there on Friday. The deadline for the start of the talks has not yet been set but is likely to be later in the week or early in the month. Read full article
Irish exports to the US increased by almost 400% ahead of Trump’s ‘Liberation Day’
Irish exports to the US soared in the month, rising from €5.1bn to €25.4bn, up almost 400% on an annual basis. US was Ireland’s top export partner in March, with Ireland exporting more than 68% of its total export goods to the country. US President Donald Trump imposed a 10% baseline tariff on the EU, along with 25% levies on cars and metals in April. These baseline levies were then increased to 20% as part of Mr Trump’s “Liberation Day” tariff announcement, but have since been postponed to allow for trade negotiations to take place between the US and EU. Irish exports of medical and pharmaceutical products more than tripled to €23.6bn in March compared with the same period in 2024. This represented more than 63% of total good exports in March this year. The EU is still struggling to make a breakthrough with the US despite several attempts, and the trading bloc has been preparing to impose another round of counter-tariffs against the US if talks fail. The US has said this week that it is “in many ways nastier than China’s” and that it will impose further tariffs if talks with the EU fail to reach a deal by the end of July. The European Commission has said it is prepared to take further action if talks between the EU and the US do not reach an agreement, including imposing new tariffs on goods from China and the UK. The Commission has also said it will take further steps to ensure that the EU does not become a dumping ground for goods from the US. Read full article
Trump downplays Putin’s decision to skip Istanbul talks with Zelenskyy
Donald Trump said he was not surprised Russian president Vladimir Putin will be a no-show for anticipated peace talks with Ukraine this week. Mr Trump had pressed for Mr Putin and Ukraine president Volodymyr Zelenskyy to meet in Istanbul on Thursday. But he brushed off Mr Putin’s decision not to take part in the expected talks. Mr Putin was first to propose restarting direct peace talks on Thursday with Ukraine in the Turkish city that straddles Asia and Europe. But the Kremlin has said its delegation at the talks will be led by Mr Putin’s aide, Vladimir Medinsky, and include three other officials. Later on Thursday, Mr Trump will visit a US installation in Qatar at the centre of American involvement in the Middle East. He has used his four-day visit to Gulf states to reject the “interventionism” of America”s past in the region. The president has held up Gulf nations like Saudi Arabia and Qatar as models for economic development in a region plagued by conflict. He is also trying to entice Iran to come to terms with his administration on a deal to curb its nuclear programme. After his address to US troops, he will travel to Abu Dhabi in the United Arab Emirates for the final leg of his Middle East tour. Read full article
Ukraine peace talks mired in confusion as Putin stays away
Russian President Vladimir Putin sent aides and deputy ministers to hold peace talks with Ukraine on Thursday. Putin spurns Kyiv’s challenge to go there in person to meet President Volodymyr Zelenskiy. Kremlin late on Wednesday named a lower-level delegation that did not include the president. US President Donald Trump has shown increasing impatience with Putin in recent weeks and threatened additional sanctions to hit Russian trade. US Secretary of State Marco Rubio, speaking at a Nato meeting in Turkey, said there was no military solution to the conflict, and Trump was open to “virtually any mechanism” that would lead to peace. The warring sides last held face-to-face talks — also in Istanbul — in March 2022, only weeks after Putin sent his army into Ukraine. The Kremlin says Putin — who is also under threat of even tighter European sanctions to “suffocate” Russia’s economy — does not respond to ultimatums. A source involved on the Ukrainian side in the March 2022 talks in Istanbul said that Medinsky — who also led the Russian team then — did not have a strong mandate to make decisions. The Russian delegation is headed by presidential adviser Vladimir Medinsky and includes a deputy defence minister, a deputy foreign minister and the head of the GRU military intelligence agency. It is unclear how Ukraine — which has so far not publicly committed to send anyone to talks in Turkey or to name a delegation — would respond to the Russian snub. A Ukrainian official said there had been no agreement on when talks might begin. Turkish officials have given no information on the time or location, but Foreign Minister Hakan Fidan said he hoped the talks would open a new chapter. If the talks do go ahead, they will have to address a chasm between the two sides over a host of issues, especially over a fifth of Ukraine in control of close to afifth of Nato territory. The EU said a Russian jet had tried to detain a British oil tanker under British sanctions. Read full article
